Woningpas Vlaanderen is a citizens’ platform that displays all the information known by the government to property owners in a clear and understandable way. The housing pass provides a unique integral electronic record of every housing unit in Flanders.
The desire
Making your home more sustainable? What is the current status of your home and what could be improved? The Flemish Energy and Climate Agency (VEKA) aims to provide citizens with an understanding and advice on the current status of the home in the context of sustainability (preservation). These insights and opinions are thematic and are based on government data, maps and interpretations. Moreover, citizens can also make additions that are stored in a digital vault.
On the other hand, the housing pass wants to integrate the attestation which gives a global view of the duties, available premiums but also the mandatory steps when (re)buying, (re)renting or (re)building. (administrative simplicity). The coalition agreement 2019-2024 and the Flemish Energy and Climate Plan help give direction towards which housing pass as an awareness-raising instrument can evolve.
Geo Solutions in action
Woningpas Vlaanderen thus bundles information on several housing-related topics into one platform. It involves data on remodeling, energy, soil, insulation, general housing quality, installations, solar potential, flood vulnerability, sewerage, land use planning, cadastral information,….
Unlocking data from different sources
A first challenge here is that this information comes from several heterogeneous data sources hosted by different entities within the Flemish government. Currently, this information, stored in separate sources, is managed by different policy domains and entities. These sources are not directly accessible for public inspection. The Woningpas Vlaanderen ensures that information, present in various sources, becomes consultable to citizens in a transparent manner.
Geo Solutions as product owner
The Woningpas Vlaanderen will be developed in phases and systematically expanded with new functionalities and themes to meet the above objectives.
Geo Solutions is collaborating on the housing pass in the role of Product Owner and in terms of high-level technical analysis.
This includes:
- the discussion and analysis of potential information that can be unlocked in the housing pass
- follow up on the technical development of the housing pass
- Reviews and testing of user stories
- Defining and monitoring the scope
- Second-line support in demand management
The housing pass operates on a pull model. This means that when a citizen logs into the housing pass, it gives the command to pull the requested information from the sources/databases of the various entities to itself and make it visible. After the consultation, none of the requested information is stored in the housing card itself and the requested information remains in the entities’ databases. Each entity is responsible for its own resources and its own databases.
The value
With the housing pass, we can give citizens a better understanding of the current status of the home by collecting and (graphically) displaying all available government data on a property. At the same time, advice can be provided to citizens to improve the current condition of the home in the context of sustainability.
In the future, the Woningpas Vlaanderen also wants to integrate the attestation which will give a global view of the duties, available premiums and administrative simplification in (re)construction/renting projects.
